Motorcycle Lobby Day 2013

It is that time of year again.  The Virginia Coalition of Motorcyclists and Tom McGrath's Motorcycle Law group would like to invite all interested motorcyclists to attend this year's Motorcycle Lobby Day.  This year it will be held on Monday January 21, 2013.  This is a holiday, so many people are off.  That morning, we motorcyclists will go to the Virginia General Assembly to speak with our Delegates and Senators about upcoming legislation that affects motorcyclists in Virginia.

On Sunday January 20, from 1:00 p.m. until we get through, Virginia Coalition of Motorcyclists lobbyists will lead an informational meeting at the Wyndham Richmond Airport Hotel, 4700 S. Laburnum Avenue Richmond, VA 23231 to discuss this year's legislation affecting motorcyclists. We will also discuss how to talk to your legislators about these issues in case you have never done that.  Later that evening, attendees will enjoy a free homemade BBQ dinner made by Stewart Newton and provided by several Virginia motorcycle rights organizations including ABATE of Virginia and the Virginia Bikers Association.

On Monday 21st, we leave the Wyndham at 8:00 a.m. sharp for our annual trip to the Capitol. After lobbying our legislators, we will attend the opening of the House of Delegates daily session and be recognized from the floor.  Afterwards, Tom McGrath's Motorcycle Law Group will take everyone to Penny Lane Pub for lunch as a thank you for coming to support Virginia Motorcyclists.

This year we are expecting several bills of interest to Virginia motorcyclists.  It appears that the DMV will have a bill restructuring Virginia’s motorcycle licensing structure and procedure.  At first it seemed that the bill would create one endorsement for two-wheeled motorcycles, one for three-wheeled motorcycles and one that would allow for the operation of both.  However it now appears that the DMV may alter that and we are awaiting further notice before taking a position on that legislation.

We also know that Delegate Ben Cline is introducing a bill to modify Virginia’s motorcycle helmet statute to allow those 21 years of age and older to decide whether or not to wear a motorcycle helmet.  Currently Virginia is one of 19 states that have a mandatory helmet law for all riders.  The other 31 states either allow adults to make their own choice on the issue or simply have no law at all.

 As always, there will be numerous bills submitted at the last minute which will affect motorcycling.  We check newly filed bills daily so that as these bills are filed we can identify bills which are of interest to motorcyclists.  We will discuss these bills at lobby day so that we can convince the legislators why they should or should not become law.

I encourage everyone who can to join us.  It is a lot of fun, it is educational, and most importantly it shows the legislators that motorcyclists are a significant and active section of the electorate.

MOTORCYCLES – THE HISTORY II


1900 – Perks Birch, Motorwheel, UK, 222cc, single-cylinder, top speed 22 mph.
The brilliant design by Edwin Perks and Frank Birch incorporated an engine, fuel tank, carburetor, and magneto within a two-sided cast alloy wheel.

                                  

 
1901 – Cyklon, Germany, 300cc, single-cylinder, top speed 22mph.
Cyklon used the French Werner engine, mounted on the front forks and driving the front wheel by a belt, placing the rider rather close to noise and fumes.
